1. Summary
Using "jp_softbank_iphonepacket_usims.mobileconfig", you can make your iPhone behaving as a bluetooth/usb modem.
No additional fees are charged at least nowadays; the fee for the tetherd connection is offered within flat-rate pricing for Internet access service of iPhone and it might be possible that additional fees are going to be offered in the future.

2. Requirement
(a) Mac OS X 10.5.8 or later or Windows PC which can use Bluetooth PAN.
(b) iPhone 3G(S) under the iPhone OS 3.0.1 or earlier.
(c) A mailer and the environment that you can transfer email on your iPhone.
(d) A profile "jp_softbank_iphonepacket_usims.mobileconfig"
3. How to install the profile
(1) Download the profile on your computer.
(2) Attach the file on your email and send to your iPhone.
(3) Receive the email on your iPhone.
(4) Tap the attached file.
(5) You can install the profile. Don't mind the error message.
4. How to enable tethering
(1) Return to home screen.
(2) Tap "Settings".
(3) Tap "General".
(4) Can you see "Profile" above "Reset"? Tap it out.
(5) Is the profile set? Then, return the previous screen.
(6) Tap "Networking".
(7) Can you see "Internet Tethering"? Then tap it and enable it.
5. How to tether in Bluetooth
(1) Turn on Bluetooth on your iPhone.
(2) Do pairing iPhone with your computer.
(3) Mac: Click the bluetooth icon on the menu bar, point the iPhone's name and click "Connect to the network".
PC : Turn on its bluetooth management tool. And connect them with PAN.
